BACKGROUND

Established in 1985, the NCIP directs tourist-generated dollars directly back into the City's residential neighborhoods. Under a Charter Amendment, at least 16 percent of the money collected through hotel taxes (Transient Occupancy Tax) is allocated to neighborhood and community improvements. Each fiscal year, a committee consisting of Monterey residents from each of the 15 City neighborhoods considers all nominated projects and makes a recommendation to City Council of which projects should be funded. A number of public meetings are held to discuss the nominated projects before projects are finally voted on and ranked by the NCIP committee.

The NCIP program cycle begins early each year with meetings held throughout the spring and summer. Projects are not finally approved until Council has allocated funding to them, which normally occurs in late summer/early fall.

Projects may be nominated by any member of the public on an NCIP Project Nomination Form which is available on this page. Valid NCIP Projects must be public improvements installed on public property that provide a benefit to the City. Projects may propose improvements to City streets, storm drains, sewers, sidewalks, walkways, lighting, traffic control devices, landscaping, parks, recreational facilities and other public buildings in the City.

Projects may be nominated at any time of the year, but a deadline is established each year for projects to be considered during the current program cycle, usually around February. The NCIP Deadline and Meeting Schedule is adopted at the beginning of each program year and is available on the NCIP webpage (monterey.org/ncip). Project Nomination Forms are also available on the NCIP webpage and may be emailed to engineering-admin@monterey.org. All qualified proposals are reviewed, categorized, discussed and voted on by the NCIP Committee each year. Cost estimates are prepared, and the highest ranking projects that can be completed within the funding available each year are recommended to City Council for funding. Once funding has been allocated, work begins on completing the projects.
