Public Service Grants

Objectives and Scope

The City of Monterey’s Housing Programs Office distributes funds to non-profit organizations providing community services to low- and moderate-income Monterey residents through its annual community services grant funding process.

Each year, non-profit organizations can apply for a Community Development Block Grant (CDBG). Agencies may be awarded a Grant based upon the target population and services they provide. Documents are posted in Adobe PDF  unless otherwise noted.

Notice of Funding Availability for Fiscal Year 2023/24 Action Plan for Community Development Block Grant Program

The City of Monterey is seeking applications for public service programs and public infrastructure grants to be funded through the City's Community Development Block Grant (CDBG) program for fiscal year 2023-2024. 

Activities eligible for Block Grant funding include:

  • Community services
  • Homeless Services
  • Affordable Housing
  • Improvements to public infrastructure and facilities
  • Economic development assistance

An application will be deemed eligible if each federal requirement is addressed and the application is completed in accordance with the CDBG program requirements. Each proposed project must:

  • Demonstrate compliance with HUD’s National Objective of providing benefit to low-moderate income (LMI) persons or neighborhoods;
  • Be an eligible activity consistent with the provisions of Title 24 – CFR – 570 (subpart C); and
  • Target one of the applicable goals of the 2020-2025 City of Monterey Consolidated Plan

  • Nov. 30, 2022 - Release of Notice of Funding Availability
  • Dec. 7, 2022 - Wednesday,  11 a.m. Technical Workshop (via Zoom)
  • Dec. 30, 2022 - Friday, 4 pm Public Services Grant Applications & Housing/Public Facilities Improvement Grant Applications Due
  • Jan 12, 2023 - Tuesday, 11 a.m. via Zoom Required Meeting: Agency Presentations of Applications to grant committee
  • March 2023 - Draft action plan available and start of 30 day public comment period
  • March 21, 2023 - Tuesday, Planning Commission Public Hearing for draft Action Plan
  • April 18, 2023 - Tuesday, City Council Public Hearing to adopt Action Plan and end of 30 day comment period
  • May 15, 2023 - Action Plan due to HUD
