HOUSING REHABILITATION GRANT PROGRAMS
The City of Monterey’s Housing Programs Office administers and manages a Housing Rehabilitation Program which encompasses a variety of housing rehabilitation home repair grants.

Grant Programs:
  • Mr. Fix It Grant
  • Home Safety Grant
  • Housing Accessibility Assistance Grant
The Housing Rehabilitation Program is intended to improve the condition of substandard owner-occupied single-family homes with special emphasis placed upon the remediation of health and safety housing issues.

The HCD Coordinator works closely with participating homeowner(s) and helps to select a contractor, inspect all work completed and supervise construction along with the contractor, all at no cost to the homeowner. Mr. Fix-It Grant
Through the use of Community Development Block Grant (CDBG) funds, the City of Monterey will provide assistance to homeowners maintaining their homes through small repairs. Financial assistance is limited per household and after assistance there is a three year waiting period. Assistance is provided as a grant, and funds need not be repaid unless fraudulently obtained.

To be eligible, the home must be the homeowner's primary residence (owner occupied). The owner's income must be 80% of median or below. The property must be a single family residence within the City of Monterey.

The following are examples of items eligible for funding:
  • Small plumbing and electrical repairs.
  • Repair or replacement of toilets, windows, doors and hardware.
  • Repairs or replacements of water and wall heaters.

Home Safety Grant
Through the use of Community Development Block Grant funds, the City of Monterey will provide assistance to homeowners maintaining their homes through small repairs. Housing Accessibility Assistance Grant
Through the use of Community Development Block Grant (CDBG) funds, the City of Monterey will provide assistance to households whose members include individuals with physical disabilities. The assistance is to remove material or architectural barriers, which restrict access or otherwise impede mobility, and to install hardware that lessens hazards that are aggravated by a disability. Financial assistance is limited per household and after assistance there is a three year waiting period. The costs incurred to address lead-base paint treatments, structural engineers and architects if needed, will become part of the grant for the accessibility assistance. Assistance is provided as a grant, and funds need not be repaid unless fraudulently obtained.

To be eligible, the home must be the homeowner's primary residence (owner occupied). The owner's income must be 80% of median or below. The property must be single family residence within the City of Monterey.

The following are examples of items eligible for funding:
  • Ramps
  • Railings
  • Grab bars
  • Ball bearing drawers
  • Personal hygiene hardware
  • Appropriate floor coverings
Structural or mechanical alterations can also be eligible including:
  • Installation or remodeling of tub or shower
  • Widening of doors
  • Cabinet alterations
  • Rewiring to lower switches or raise outlets
  • Replacement of door and window hardware
  • Alteration of plumbing fixtures
  • Installation of sliding doors

Program Eligibility
To qualify for this program, the household's income may not exceed 80% of median or below adjusted for family size (as determined by the City of Monterey). One individual within the household must exhibit a disability as defined by a doctor’s written analysis.

The property must be located within the city limits. The title must be vested in the name of the qualifying applicant, or a member of his or her immediate family. The home must be a single-family residence. Only licensed contractors may perform funded work requiring a building permit.

Applicant households must complete necessary forms, provide such information as necessary to verify eligibility, and agree to comply with both HUD and City of Monterey regulations. The final eligibility decision is the responsibility of the HCD Coordinator. Denied applicants will be provided with a written notice of denial.

Summary of Procedures
Interested households are first advised of eligibility criteria and the application process. Potential applicants are provided forms needed to determine eligibility. Upon successful determination of preliminary eligibility, staff completes necessary title and income verifications. Next, the site is inspected and a list of repairs/modifications is prepared. The HCD Coordinator will obtain construction estimates from City-screened State licensed and insured contractors. Estimates are submitted to the HCD Coordinator and Homeowner to review.

The HCD Coordinator will make the final grant decision. Denied applicants are provided with a written notice. Approved applicants will proceed with the construction document process. The HCD Coordinator will monitor all the work during the construction timeframe. Payments will be processed upon receipt of completion and final inspections, by the homeowner and the HCD Coordinator.

HOUSING REHABILITATION LOAN PROGRAM

Loan Programs:
  • Major Rehabilitation Loan Program
  • Emergency Repair Loan Program

Major Rehabilitation Loan Program
The Major Rehabilitation Program provides a low-interest loan up to $90,000 to eligible low income homeowners. Because the loan is a deferred payment 5% simple-interest loan, interest is calculated on the loan only. The homeowner does not repay the loan until the home is sold, the title is changed or thirty years has passed. The program assists homeowners with major rehabilitation or modernization of their home. Major repairs include new foundations, bringing the home up to current Uniform Building Code and repairing or replacing major systems to meet health and safety requirements. The City assists the homeowner in screening the contractor and coordinates inspections of all work. The U.S. Department of Housing and Urban Development (HUD) provides funding for the program, so all loans must include a lead-based paint inspection. Any lead-based paint must be addressed pursuant to HUD guidelines.

Emergency Repair Loan Program
The Emergency Repair Program provides low interest loans that are deferred-payment 5% simple-interest loans. Since the loan payments are deferred, they do not have to be repaid until the homeowner sells their home, title is changed or thirty years has passed. The program provides low-income homeowners the opportunity to make emergency repairs to their homes. After the loan is processed, the City will provide assistance with items such as: new roofs, electrical systems, plumbing, new bathroom items and new forced air heating systems. These loans assist those on fixed incomes so they can live in more comfortable conditions or remain in their homes.

Funding Source

The Housing Rehabilitation Program is supported by Community Development Block Grant (CDBG) funds, which are provided by the U.S. Department of Housing and Urban Development (HUD). As a HUD-designated “entitlement community”, the City of Monterey receives an annual allocation of CDBG funds.

Eligibility Requirements
This program is restricted to low-income City of Monterey residents who own and occupy single family homes within City limits.

Income eligibility for these programs is determined by comparisons with the U.S. Department of Housing and Urban Development (HUD) income limits currently in effect at the time of program application. Program eligibility is restricted to resident homeowners whose annual income is below 80% of the area median income, as adjusted for household size. Senior citizens, disabled persons, and other special needs households are given first priority, as funds are available.
Application Forms & Procedures
The deadline to submit the Application and required documents will be posted here. Before completing the Application, kindly review the information below to ensure that you meet the eligibility criteria indicated below:

  • You currently own a single-family home located in the City of Monterey
  • Your home must be owner-occupied
  • You do not currently rent out any rooms in your home
  • Your total household income (including the combined earnings of all members of your household over the age of eighteen (18) earning income) does not exceed 80 percent of area median income, adjusted for household size, as indicated on the HUD Household Income Chart Annual Income Limits

If you satisfy the above criteria, please submit your completed application to the City of Monterey's Housing Programs office. Upon receipt, you will be scheduled a Housing Rehabilitation Program intake review. This intake review includes a confirmation of your program eligibility, a discussion of your unique housing rehabilitation needs, and an overview of applicable grant and/or loan programs with available funds.
