Measure S was approved by 82% of voters in November, 2018 as a continuation of Measure P. It authorized a 1% local district tax (sales and use tax) to be used “to address significant deferred maintenance by fixing streets, sidewalks, and potholes; improve related access and safety for senior citizens, disabled residents, and others; and repair its 100-year-old storm drain system to protect our beaches/Monterey Bay.”

Measure P was approved by 74% of voters in November, 2014, and expired in March 2019.

WHEN SHOULD IT BE COLLECTED?
The tax is effective from April 1, 2019 through March 31, 2027.

WHAT IS THE TOTAL TAX RATE IN THE CITY OF MONTEREY?
  • The California base sales and use tax rate is 7.25%
  • Measure S enacted a 1% sales tax
  • Measure G voters approved a .5% sales tax in March 2020, effective July 1, 2020 through June 30, 2029
  • Monterey-Salinas Transit’s .125% district tax – for information about this tax, please contact MST directly
  • Measure X enacted a .375% Transportation Safety and Investment Plan sales tax  – for information about this tax, please contact TAMC directly
  • City of Monterey total tax rate is 9.25%

Measure P & S Oversight Committee
The Measure P and S Oversight Committee reviews revenues generated by Street Infrastructure Rehabilitation Transactions and Use Tax, and expenditures of those revenues, and reports to the City Council.
