Breakwater Cove Marina is located between Fisherman's Wharf and Cannery Row, next to the Coast Guard Pier and San Carlos Beach Park. They offer full services, berthing, supplies, fuel & full-service repair facilities. There are restaurants, shops, restrooms, showers and a dive company nearby. Breakwater Cove Marina is a privately owned and operated.

Coast Guard Pier
The 1700-foot breakwater guarding the north side of the Harbor was built during the early 1930s by the Army Corps of Engineers. A wharf was later constructed over the breakwater and is used as home port for the 110-foot U.S. Coast Guard Cutter LONG ISLAND.

The U.S. Coast Guard small boats are located in small boat slips on the shore side of the wharf on the east side of the breakwater. U.S. Coast Guard Station Monterey facilities are located between Lighthouse and Foam Streets off of Reeside Avenue. Personnel from the Station provide 24-hour emergency service. The U.S. Coast Guard Station monitors VHF channel 16 around-the-clock. The Monterey Fire Boat also is stationed here. The boat helps protect the harbor's 90,000 sq ft and nearly 600 boats.

Public access to the U.S. Coast Guard Wharf is permitted from sunrise to sunset and fishing is permitted on the north side of the breakwater. This is one of the City's great sites for wildlife viewing including the rich seabird rookery, sea lions, harbor seals, and sea otters.

The adjacent beach, San Carlos Beach Park, is one of the most popular diving spots on the West Coast. There is plentiful parking at the base of the wharf and there are ramps, restaurants, showers, restrooms and a diving store (with classes, tours and equipment rentals). You can find a wealth of life along the jetty or in the kelp forests. There is also a sunken barge and a beautiful metridium field!

Parking
Harbormaster's Daily Parking Permits are available to the public at the Harbormaster's office for $10.00 per day, single space and $16.00 per day double space pull through. Parking a vehicle with a boat trailer would require two spaces. Harbormaster's Daily Parking Permits may be purchased in advance and for multiple days. The Daily Parking Permit is valid for the vehicle or trailer identified by license number on the permit, from midnight to midnight, on the day or days listed. Harbormaster Daily Parking Permits include in and out privileges.

These permits are valid in the East Waterfront lot, metered spaces, rows G through L, excluding row J and the S.P. lot. Rows G, H and I are pull through spaces reserved for vehicles with boat trailers from 2:00 a.m. to 9:00 a.m. After 9:00 a.m. these pull through spaces become open Pay Station parking and available to vehicles with Harbormaster's Daily Parking Permits. Overflow parking for holders of valid Daily Parking Permits is in the Downtown West Custom House Attendant Garage, Levels 2 through 4 (entrances on Tyler and Franklin Streets).

There are also Pay Station parking and the Waterfront Attendant Lot (Hourly parking with an attendant, $1.50 per half-hour or fraction thereof, $10 maximum per day, Visa, MasterCard accepted. 479 Spaces)
Directions
From Hwy 1 going north
Take the Aguajito Road exit, turn left at the first traffic signal intersection, which is Aguajito Road, and continue under Highway 1 and cross Fremont Street. At the next traffic signal intersection, which is Del Monte Avenue, turn left. Continue down Del Monte Avenue and under the tunnel where the street turns into Lighthouse Avenue. Get into the right-hand lane. As the street veers to the right it turns into Foam Street. Continue on Foam Street to the first right and turn into the parking lot and boat launch area at the Coast Guard Pier.

From Hwy 1 going south
Take the Del Monte Avenue exit, continue down Del Monte Avenue for several blocks and go under the tunnel where the street turns into Lighthouse Avenue. Get into the right-hand lane. As the street veers to the right it turns into Foam Street. Continue on Foam Street to the first right and turn into the parking lot and boat launch area at the Coast Guard Pier.

From Fremont Street
From Fremont Street, turn onto Aguajito Road. Take Aguajito Road to the next traffic signal, which is Del Monte Avenue. Turn left onto Del Monte Avenue. Continue down Del Monte Avenue for several blocks and go under the tunnel where the street turns into Lighthouse Avenue. Get into the right-hand lane. As the street veers to the right it turns into Foam Street. Continue on Foam Street to the first right and turn into the parking lot and boat launch area at the Coast Guard Pier.

From Lighthouse Avenue (New Monterey and Pacific Grove)
Take Dickman Avenue to Cannery Row and turn right. Cannery Row dead ends to the entrance to boat launch ramp and parking lot at the Coast Guard Pier. Turn left to enter the parking lot.
Preferential Parking Programs for Marina Boat Owners
Preferential parking programs have been designed to assist owners of boats in Monterey Municipal Marina. These programs include:
  • Owners of boats with lease agreements for South Tiers slips, entered from the ramp by the Harbormaster's office, are entitled to a Waterfront Permit. The permit can only be purchased by a boat owner with a license agreement for a slip in the South Tiers. Waterfront Permits are available at a special price from Harbormaster's Office at 250 Figueroa Street, adjacent to the Public launch Ramp.
  • Owners of boats with lease agreements for slips on A and H tiers, entered from the ramps from Municipal Wharf #2, are entitled to a Wharf II Permits. The permit can only be purchased by a boat owner with a license agreement for a slip on A or H tier. They are also available at a special price from the Harbormaster's Office.
  • Both permits include provisions for parking in overflow areas during times of heavy use of the waterfront parking facilities:

Waterfront Permits are valid at the locations listed below in the following order. For example, when parking at (1) is full, (2) would be the next available location to park and use the Waterfront Permit. 
  • East Waterfront Lot Monthly Permit spaces.
  • East Waterfront Lot at Pay Station spaces (Except for Trailer Only Spaces from 2 to 10 a.m.)
  • In the S.P. Lot
  • In the West Custom House Garage, Levels 2 through 4 (Entrances on Tyler and Franklin streets)

Wharf II Permits are valid at the locations listed below in the following order. For example, when parking at (1) is full, (2) would be the next available location to park and use the Waterfront Permit.

  • In Red Permit Spaces -- Weekends and Holidays ONLY
  • At any meter on Wharf II
  • In permit areas designated in the East Waterfront Lot

Upon initial purchase, our Parking Division will contact the Harbor Office to confirm entitlement to permit privileges. Note: Although these parking permits are primarily set aside for boat owners, some waterfront businesses that lease facilities from the City are also granted permits.
