The purpose of the Architectural Review
Committee (ARC) review is to encourage and promote good development that is related to the
setting and established character of the surrounding area or neighborhood. To
accomplish this, the ARC will review all areas of a proposal that influence outside
appearance. The ARC evaluates access, on-site circulation, grading, tree impacts, building
placement, landscape areas, landscape planting, architectural style, bulk, mass and color
are evaluated for conformance with adopted design guidelines, tree protection standards
and neighborhood compatibility. |

The Architectural Review Committee (ARC)
reviews projects if the property is: |
| |
located in a Design Review Area (D-1) |
| |
located in C-1, C-2, C-3, C-O or CR commercial zones |
| |
located in the Visitor Accommodation Facility (VAF)
or
|
| |
Industrial-Research (I-R) zones |
| |
located in R-2 and R-3 residential zones |
| |
substandard lot (less than 5000 square feet) |
| |
located in the New Monterey Neighborhood and the project is
for an addition or new construction |
| |
in any zone and the project includes addition of a second
story |
| |
referred to the ARC for an advisory recommendation from the Planning
Commission or another board or commission |
All projects must demonstrate conformance with applicable zoning standards before
scheduling ARC review. Although minor variations in setback can be considered by the ARC, variances
in coverage, floor area ratio, parking, or use can not be authorized by the ARC.
Nonconforming projects will be reviewed separately by the Planning Commission or Zoning
Administrator prior to the ARC review.
Applications may be approved as submitted, denied or approved subject to conditions,
specified changes, additions or deletions. Complete, well thought out applications
that fully conform with adopted design standards can be approved by the ARC in one review.
Conditional approvals may require the project to return to the ARC for more detailed
review of specific features.
