The City's Inclusionary Housing Ordinance requires residential developers who build or convert 10 or more residential units designate 15% of the project as "affordable", and offer units at below-market rate prices to serve low- and moderate- income buyers or renters. This Ordinance calls for cooperation between the City and private housing developers to meet General Plan goals for affordable moderate income housing. The Ordinance also contains provisions to guarantee continued affordability of moderate income housing over time, and to avoid speculation.
