The City Council is the legislative and policy-making branch of Monterey's municipal government. The Council consists of five members: the Mayor, elected to a two-year term, and four Councilmembers, each elected to four-year terms.
The primary responsibility of the City Council is to fulfill the City's legislative function; establish policies and provide general direction for the City; and provide the City Manager and operating departments with the resources necessary to implement these policies.

In accordance with Government Code Section 87505 paragraphs a through c, members of the Monterey City Council are those elected officers required to file statements of economic interests (FPPC Form 700). These statements along with campaign reports are on file in the Monterey City Clerk's Office at 580 Pacific Street. Copies of statements and reports may be obtained by visiting or contacting the Monterey Clerk's Office.
