The Appeals Hearing Board has a twofold mission. Its primary mission is as the City’s board for hearings appeals that contest fees, charges, costs, expenses, penalties or other sums of money owed to the City and its decisions allow for the imposition of a liens and special collections. There are 3 members and one alternate member, who hear these types of appeals.
Its second mission is to hear appeals that relate to access to public accommodations by physically disabled persons. Two disabled access members are part of the board when meeting agendas include appeals of this type. Note that the decisions of the Appeals Hearing Board are final and are not appeallable to any other City board.

The Disabled Access Appeals Board was created by Council through the adoption of Ordinance 3500 C.S. on May 20, 2014.

The City Council appointed the Disabled Access Appeals Board as the designated body delegated with the authority to set, notice, and conduct public hearings to decide appeals of orders, decisions, or determinations made by the Building Official or the City's Americans with Disabilities Act (ADA) Coordinator relative to the application, interpretation, unreasonable hardship requests, or alternate means of compliance with both State and Federal disabled access regulations. The Disabled Access Appeals Board has the authority to allow the imposition of a lien, special assessment, special collection or other collection process against a responsible party and any affected property, as appropriate.
The Disabled Access Appeals Board consists of five members, two of whom must be physically disabled, and three of whom must be qualified by experience and training to pass on matters pertaining to building construction and/or State or Federal disabled access regulations.

The Building and Housing Appeals Board was created by Council through the adoption of Ordinance 3500 C.S. on May 20, 2014.

The City Council hereby establishes and appoints the Building and Housing Appeals Board as the designated body delegated with the authority to set, notice, and conduct public hearings required or allowed pursuant to this Article to decide appeals of orders, decisions, or determinations made by the Building Official relative to the application and interpretation of the California Building, Fire, Plumbing, Mechanical, and Electrical Codes and to allow the imposition of a lien, special assessment, special collection or other collection process against a responsible party and any affected property, as appropriate. The Building and Housing Appeals Board consists of three members and one alternate.
